Welcome to the LAST CLOUDIA Tier List, where you can check to see whether the RNG gods have favored you in your first pull or you need to reroll indefinitely as a new player. While it’s really cool to have awesome top-tier Units, remember that Arks are actually as important (if not more), as you can equip Arks on any Unit and make them learn skills another player without that Ark can’t have.
So, without further ado, let’s get on with this LAST CLOUDIA Tier List for your viewing (and rerolling) pleasure.
S animal
Last Cloudia’s tier list will always place event units at the top of the leaderboard, so units from the Secret of Mana and Devil May Cry co-op games will always have top-tier features. Limited banners, such as the Descent of Heroes banner, will also reward you with super-powered units (such as the Mad Mage Lily). As for the rest of the regular banners, these are the best banners to revisit:

An animal
Level A units are generally good, but pale a bit in comparison to level S units. Many of these units will be much easier to get and upgrade compared to higher level units, so try them if you are a f2p player or can’t get something better. They will do their job well, but will be inferior to S level in some situations (mainly in the PvP arena) and will be limited.

They are significantly weaker than the aforementioned level 2 units, but the level B characters are pretty decent, all things considered. Many of them can be mined in the story phases, and while some of them are limited in Gacha, it won’t matter much if you miss the opportunity to get them. In general, don’t invest too much in getting them and just use them until you get something better.

Robin, the phantom thief, has super-fast auto attacks and can equip any weapon, making him a valuable unit to farm in story mode, tower and arena. Prince Gorm can be a fairly strong tank with an ultimate healing ability useful to the entire party.
C animal
As much as we love a good Theria (and believe me, we love Spirit Maiden’s Theria), her second essence won’t have much impact. The units you find at level C are usually the least useful, and will only fulfill their function in the early stages of the game, before you’ve had a chance to acquire something better. Don’t invest anything in them. It is better to save all your resources for something better.

Remember: the Last Cloudia tier list will only be useful to the extent that you create your own character roster, as you can customize your unit to best suit your play style. While it’s easy to get attached to the perfect role, the most important thing is to enjoy the party and have fun.
